Just what are they feeding the ducks? (Marcus)

Over the past few weeks it looks like someone with a can of white paint has gone to town on the zigzag bridge that crosses the lake - however we know that it isn't in fact white paint and is in fact...well as Nana would say, "The ducks have the runs!"

I can only wonder, 1: What the hell are they feeding them, and 2. Why is it all over the railings - we never see them on there, ever. This is only a small sample of the lovely snow white joy that's there - every few steps there's a nice big splurge of the stuff.
